	12a. Reaffirms its strong support for a rules-based, multilateral trading system grounded in consensus decision-making; stresses that any initiatives within the WTO must preserve its multilateral character and mandates; underlines that fair trade rules require the safeguarding of adequate policy space for developing countries to pursue industrialisation, structural transformation and sustainable development; calls on the Commission to uphold these principles in WTO negotiations;
