European Parliament resolution on Presidential elections in Honduras, the non-recognition of the outcome by the incumbent administration and the attacks on opposition members of the National Assembly

The European Parliament,

Having regard to Rules 150(5) of its Rule of Procedure,

Whereas general elections were held in Honduras on 30 November 2025 in a context of high political polarisation, institutional fragility, and media intimidation;

Whereas the EU EOM observed that election day was peaceful and well organised, with voting assessed as good or very good in 97 % of polling stations observed, fundamental freedoms generally respected, and the secrecy of the vote ensured;

Whereas the pre- and post-electoral environment was affected by widespread disinformation, conspiracy theories alleging electoral fraud, gender-based and defamatory attacks, including against women in politics, often amplified through AI-generated content;

Whereas the incumbent administration has refused to recognise the victory of presidential candidate Nasry Asfura, despite the joint announcement of preliminary results by the CNE in accordance with the law; whereas outgoing President issued a decree ordering a recount of votes, despite the lack of constitutional competence to do so;

Whereas the National Electoral Council (CNE) publicly stated that such a decree is unconstitutional and reaffirmed that electoral disputes must be resolved exclusively through the legally established electoral justice mechanisms;

Whereas internal conflicts among TJE magistrates, intentional absences and the instrumentalisation of the Public Prosecutor’s Office severely hampered the tribunal’s capacity to function effectively during the post-election phase;

Whereas members of the National Assembly have been subjected to intimidation, harassment and attacks, raising serious concerns regarding political pluralism, parliamentary immunity and personal security;

Whereas Honduras continues to face deep structural challenges, including high levels of poverty, extreme income inequality, insecurity and institutional fragility, requiring broad democratic cooperation;

1. Acknowledges the Honduran people’s peaceful and civic participation in the elections and recognises the victory of Nasry Asfura;

2. Calls on the incumbent administration to recognise the announced electoral outcome and stresses that respect for the popular vote is a cornerstone of democratic legitimacy; urges to address any disputes through the Electoral Justice Tribunal;

3. Condemns all acts of intimidation, harassment and violence against elected members;

4. Urges all political actors to refrain from inflammatory rhetoric, disinformation, gender-based attacks, and actions that could increase political polarisation or provoke unrest;

5. Calls on third countries and international actors to respect Honduras’s democratic process and to avoid interferences that could exacerbate internal divisions;

6. Calls on Honduran authorities to guarantee the independence and proper functioning of the CNE, TJE, judiciary and Public Prosecutor’s Office, and to prevent their political instrumentalization;

7. Demands full respect for freedom of expression, media freedom and the safety of journalists, observers and human rights defenders;

8. Encourages the implementation of the forthcoming EU EOM recommendations and meaningful electoral and institutional reforms;

9. Instructs its President to forward this resolution to the Honduran authorities, the EEAS, the Commission, the EU EOM, the OAS and the UN High Commissioner for Human Rights.
