European Parliament resolution on Presidential elections in Honduras, the non-recognition of the outcome by the incumbent administration and the attacks on opposition members of the National Assembly

The European Parliament,

having regard to the Preliminary Statement of the European Union’s Election Observation Mission in Honduras of 2 December 2025,

having regard to the Statements by the Spokesperson of the High Representative/Vice-President on Honduras of 12 and 25 December 2025, and of 13 January 2026,

having regard to Rule 150 of its Rules of Procedure,

A. whereas on 30 November 2025 despite a tense and highly polarised pre-election environment, Honduran people in large number and peacefully voted for the president and three vice presidents in a single ticket, 128 members of the National Congress, and for the 298 municipal councils;

B. whereas on 24 December 2025, despite all technical difficulties and a long process, the National Electoral Council (CNE) proclaimed the victory of Nasry Asfura as president-elect and confirmed the final results for the National Congress and municipal elections;

C. whereas a large number of national and international observers, including the European Union and the Organization of American States deployed EOMs, and have stated that the results of the presidential election reflect the will of the people and congratulated Nasry Asfura as legitimate president elect; whereas many regional governments have reaffirmed the legitimacy of the results;

D. whereas on 9th January 2026 the President of Honduras, Xiomara Castro, published a decree approved by a majority in the National Congress ordering a general recount of the votes cast in the elections, under the argument that the process was marked by various irregularities; whereas the decree establishes that, if the CNE refuses to conduct the recount, the National Congress itself will assume that task, a provision considered unconstitutional and that usurps the electoral body's independence; whereas on 12th January 2026, the head of the CNE rejected any vote recount;

E. whereas on 8th January 2026, amidst increasingly tense political climate, the National Party deputy Gladys Aurora Lopez, was injured after an explosive device was thrown at her back during a television interview in the National Congress; whereas any violence is incompatible with the principles of democracy;

Stresses its support to the electoral process in Honduras and the work of the CNE; calls on the incumbent authorities to accept the will of the Honduran people who elected Nasry Asfura as President.

Rejects any action leading to hinder the work of electoral institutions and the respect of rule of law; calls for an end to any attempt to obstruct a peaceful constitutional transition and urges it to be accomplished in an orderly manner.

Strongly condemns the attack against Mrs. Lopez and any act of violence carried out against political actors and the opposition forces; urges the authorities to launch an immediate investigation to identify and bring the perpetrators to justice; stresses the need for the authorities to fully ensure the safety and to protect the integrity of all elected members.

Instructs its President to forward this resolution to the Council, the Commission, the VP/HR, the Euro-Latin American Parliamentary Assembly and the Government and the National Congress of Honduras.
