European Parliament resolution on Presidential elections in Honduras, the non-recognition of the outcome by the incumbent administration and the attacks on opposition members of the National Assembly

The European Parliament,

Having regard to Rule 150 of its Rules of Procedure,

A. Whereas Honduras held general elections on 30 November 2025;

B. Whereas although election day in Honduras was peaceful and well organized, the electoral process was marred by institutional crises, political polarization, legal disputes, and delayed results due to procedural deadlocks;

C. Whereas members of the National Electoral Council (CNE) have faced threats and intimidation in the context of political violence and tensions surrounding the electoral process; whereas internal disputes within the CNE over changes to results-processing procedures have further weakened transparency and trust in the electoral process;

D. Whereas the CNE on 24 December 2025 declared Nasry Asfura as winner of the election;

E. Whereas international observers, including the European Union Election Observation Mission (EU EOM), stress transparent vote counting to respect for the Honduran people’s will; whereas the new electoral law still ignores key EU and OAS recommendations;

F. Whereas on 16 January 2026 Congress published a decree ordering full recount; whereas the EU has expressed concern over the decree and related statements and called for a peaceful and orderly transition of power in accordance with the election results;

G. Whereas Honduran lawmaker Gladis Aurora López was injured by an explosive attack at the National Congress;

H. Whereas during the presidential election campaign, the President of the United States, Donald Trump, publicly endorsed Nasry Asfura; whereas this statement was widely perceived as external political interference;

I. Whereas on December 1, 2025, President Trump formally granted the pardon to former Honduran President Juan Orlando Hernández; whereas Hernández was sentenced to 45 years after a U.S. jury convicted him of cocaine trafficking and firearms offenses.

Stresses that all branches of government and political actors must ensure the integrity and respect the result of the electoral process in accordance with the democratic will of the Honduran people;

Encourages political leaders and public officials to promote calm, reject violence, and support peaceful and orderly transition of power;

Commends the role of the international and regional Election Observation Missions, such as the EU EOM, for their impartial monitoring of the 2025 Honduran elections, recognizing their contributions to transparency, accountability, and the promotion of public confidence in the electoral process; urges the Honduran authorities to fully implement the previous and forthcoming recommendations of the EU EOM;

Calls on the new National Congress to urgently advance electoral reforms to strengthen institutions, ensure transparency, and prevent similar future crises;

Calls on the EEAS, the Member States and the EU Delegation in Honduras to keep actively monitoring of the situation in the country;

Is concerned about Donald Trump’s attempts to influence political processes across Latin America, including through military means, which undermine international laws and threaten regional stability;

Instructs its President to forward this resolution to the Council, the Commission, the governments and parliaments of the Member States, the Government and the Congress of Honduras.
