1a. Calls on the Commission to withdraw its proposal to amend Regulation (EU) 2021/1119 establishing the framework for achieving climate neutrality as it risks further undermining the EU’s competitiveness; stresses that the urgency of adopting a binding target for 2040 ahead of COP30 is unjustified, given that under the Paris Agreement, the EU is only required to present an updated, non-legally binding NDC target for 2035;

38. Underlines the need to adopt a science-based EU climate target for 2040 in accordance with the European Climate Law24, considering all the criteria of Article 4(5) thereof, and in keeping with the conclusions of the first GST; recalls the recommendations of the European Scientific Advisory Board on Climate Change and notes the Commission’s proposal of a 2040 climate target accompanied by enabling policies; regrets, furthermore, that the Council was not able to agree on an NDC for 2035 before the deadline of 23 September 2025; urges the Council to agree on an NDC that is at the upper end of the indicated range as soon as possible;

38. Underlines the need to support a competitive industry, economic growth and standards of living by not imposing an additional intermediary climate target for the EU; recalls the progress already made by EU Member States and the importance of preserving our industry to enable future investments and innovations, as maintaining strong and independent industrial capacities is essential for the EU’s strategic autonomy and resilience; calls on the Commission to urgently review Regulation (EU) 2019/631 in order to revoke the 2035 ban on combustion engine vehicles; recalls the importance of technological neutrality in reducing CO₂ emissions;
