2a. Points to the Draghi report on the future of European competitiveness, which demonstrates that only a residual share of all emissions trading system (ETS) auctioning revenues goes towards decarbonisation investments in industries, and to the energy-intensive industries in particular; calls on the Commission to consider introducing the new optional mechanism into the system in order to directly link the cost of clearing ETS allowances (EUAs) to investment in clean technologies; suggests that this mechanism would allow the company to choose either to purchase the required amount of EUAs or to invest the equivalent amount of its funds in clean technology projects of its own that have been agreed and pre-approved by the Commission;

9. Stresses the role of electrification, but notes that significant expansion and modernisation of grids are necessary; calls for an ‘EU strategy on energy flexibility’ with a focus on demand-side response and energy storage; welcomes the intention to update the Heating and Cooling Strategy and Electrification Action Plan; calls on the Commission to recognise the energy efficiency sector as a key strategic sector for industrial decarbonisation and European competitiveness;

9. Stresses the role of electrification, but notes that significant expansion and modernisation of grids are necessary; calls for an ‘EU strategy on energy flexibility’ with a focus on demand-side response and energy storage; remains concerned by the priority of dispatch of intermittent renewable energies, which may increase the risk of blackouts, particularly in the event of excess electricity supply in relation to demand; acknowledges that the growing share of wind and solar photovoltaic capacities puts more pressure on grid operators to maintain a stable and constant supply in the electricity grids, thus compromising the overall stability of the grids; welcomes the intention to update the Heating and Cooling Strategy and Electrification Action Plan; calls on the Commission to recognise the energy efficiency sector as a key strategic sector for industrial decarbonisation and European competitiveness;

14. Welcomes lead markets for European-made clean, circular and low-carbon products; underlines the need to stimulate demand through public and private procurement and with the introduction of sustainability and resilience criteria and standards, where appropriate, while avoiding distortion of the internal market and a disproportionate increase in costs for consumers; underlines that the respective methodologies to be developed should neither discriminate against Member States with different energy mixes nor discourage companies from investing in their decarbonisation projects; supports the creation of voluntary carbon intensity labels for industrial products (e.g. for steel and cement), which should reflect carbon performance rather than process bias, and alignment with existing EU legislation, including the Ecodesign for Sustainable Products Regulation9 and the Construction Products Regulation10; calls on the Commission to explore other requirements to guarantee demand for clean EU-made products;
