14. Welcomes lead markets for European-made clean, circular and low-carbon products; underlines the need to stimulate demand through public and private procurement and with the introduction of sustainability and resilience criteria and standards, where appropriate; supports the creation of voluntary carbon intensity labels for industrial products (e.g. for steel and cement), which should reflect carbon performance rather than process bias, and alignment with existing EU legislation, including the Ecodesign for Sustainable Products Regulation9 and Construction Products Regulation10; calls on the Commission to explore other requirements to guarantee demand for clean EU-made products;

Welcomes lead markets for European-made clean, circular and low-carbon products; underlines the need to stimulate demand through public and private procurement and with the introduction of sustainability and resilience criteria and standards; recognises the major value of public procurement as a strategic lever to promote the creation of added value within the EU, thereby enhancing industrial resilience and the sustainability of European supply chains; calls, therefore, for priority to be given to European bidders in public tenders in order to strengthen Europe’s sovereignty and independence within strategic sectors;

15. Welcomes the proposed actions powering the circular economy and the bioeconomy by securing access to materials and resources; encourages the Circular Economy Act to include measures to increase the use and affordability of strategic secondary materials within the EU taking into consideration the aims of the Critical Raw Materials Act11; stresses the need to define those secondary raw materials that are strategic and that should be subject to export monitoring, such as steel and metal scrap, and to tackle any imbalance in their supply and demand, including by exploring export restrictions; insists on the effective enforcement of the Waste Shipment Regulation12; calls for a predictable regulatory framework that unlocks circular business models, particularly those based on waste prevention, reuse, high-quality recycling;

Welcomes the proposed actions powering the circular economy and the bioeconomy by securing access to materials and resources; encourages the Circular Economy Act to include strategies for chemical raw materials to safeguard detoxified material cycles, especially in solutions free of per- and polyfluoroalkyl substances (PFAS), and measures to increase the use and affordability of strategic secondary materials within the EU taking into consideration the aims of the Critical Raw Materials Act11; stresses the need to define those secondary raw materials that are strategic and that should be subject to export monitoring, such as steel and metal scrap, and to tackle any imbalance in their supply and demand, including by exploring export restrictions; insists on the effective enforcement of the Waste Shipment Regulation12; calls for a predictable regulatory framework that unlocks circular business models, particularly those based on waste prevention, reuse, high-quality recycling; stresses that communities living near pollution hotspots, such as areas affected by PFAS, deserve justice through comprehensive measures including pollution prevention, monitoring, soil sanitation, health initiatives and tailored response plans to address their needs; stresses that polluting companies must be held accountable for covering the costs of pollution prevention at its source and providing compensation, and that the ‘polluter pays’ principle should be enforced, requiring companies to contribute to independently managed funds focused on depollution efforts; stresses that this strategy must ensure policy coherence with the upcoming REACH Directive12a and the Water Framework Directive12b;

Welcomes the fact that the Clean Industrial Deal provides for a revision of the Public Procurement Directive1a with the aim of mainstreaming the use of non-price criteria in accordance with the EU’s strategic goals; reiterates the need for clear and mandatory social and sustainability criteria to be included in the Public Procurement Directive to ensure that European industry workers benefit from any public support provided to industry; underlines that this also includes criteria ensuring that all workers have collective bargaining rights;
