Recital A

| A. whereas foreign interference constitutes a serious violation of the universal values and principles on which the Union is founded, such as human dignity, freedom, equality, solidarity, respect for human rights and fundamental freedoms, democracy and the rule of law; whereas evidence shows that malicious and authoritarian foreign state actors and malicious non-state actors are using information manipulation and other tactics to interfere in democratic processes in the Union; whereas such attacks mislead and deceive citizens and affect their voting behaviour, amplify divisive debates, divide, polarise, and exploit the vulnerabilities of societies, promote hate speech, worsen the situation of vulnerable groups which are more likely to become victims of disinformation, distort the integrity of democratic elections and referendums, cast suspicion on national governments, public authorities, the democratic order and the rule of law and have the goal of destabilising European democracy; whereas this has become a question of internal security and safety of Union society as a whole; | A. whereas foreign interference constitutes a serious violation of the universal values and principles on which the Union is founded, such as human dignity, freedom, equality, solidarity, respect for human rights and fundamental freedoms, democracy and the rule of law; whereas evidence shows that malicious and authoritarian foreign state actors and malicious non-state actors are using information manipulation and other tactics to interfere in democratic processes in the Union; whereas such attacks mislead and deceive citizens and affect their voting behaviour, amplify divisive debates, divide, polarise, and exploit the vulnerabilities of societies, promote hate speech, worsen the situation of vulnerable groups which are more likely to become victims of disinformation, distort the integrity of democratic elections and referendums, cast suspicion on national governments, public authorities, the democratic order and the rule of law and have the goal of destabilising European democracy; whereas foreign influence is aided by far-right forces within the Union that help to spread disinformation and conspiracy theories and to promote far-right ideas; whereas the threat from far-right groups endangers democratic processes; whereas ultraconservative US foundations have been shown to be pursuing an agenda of providing funding and other forms of support to far-right forces across Europe; whereas this has become a question of internal security and safety of Union society as a whole; |
