Stresses the importance of safeguarding direct aid for all farmers under the CAP, regardless of their size and type of production, with a view of further improve the performance of the CAP, income support should be targeted to farmers who are actively engaged in a farming enterprise, including the provision of both public and private goods, In order to ensure a common approach at Union level for such a targeting of support, a framework definition for a "farmer’ displaying the essential elements and a clear definition of a "farmer" for the purposes of eligibility for support should be set out. On the basis of this framework, Member States should define which farmers are eligible for support. It should also not result in precluding support to pluri-active farmers, who are actively farming but who are also engaged in non-agricultural activities outside their farm, as their multiple activities often strengthen the socio-economic fabric of rural areas. |

Furthermore, direct payments have not been subject to valorisation for years and their effectiveness as an income support instrument - given the rising costs and increasingly frequent crises - is diminishing. |
