M. whereas unbalanced cross-compliance could impose disproportionate burdens on farmers, while absorbing resources from Pillar I, undermining its main function of supporting farm incomes and stability in the sector;	M. whereas there are concerns that cross-compliance, made up of existing legal obligations (statutory management requirements, farm-relevant parts of EU laws that apply to all citizens), plus basic good farming practices (GAEC), was introduced 22 years ago in the 2003 CAP reform as a condition alongside decoupling upon which the EU could keep paying farmers aid/support without being challenged in the WTO, could impose burdens on farmers 1a ; whereas conditionality rules, defined in detail by the member states, have been simplified 5 times since the last major 2021 CAP reform and these simplified rules now only apply to farms >10 ha (previously >5ha), so currently 2/3 of farms are exempt. Whereas farmers need long-term certainty, enabling effective farm management and investment planning through a stable, multi-annual approach with clear and consistent criteria and targets for schemes; Whereas in the 2024 reform of the CAP, deletions from conditionality rules were transferred to ecoschemes, so that farmers could access funding to cover costs if they already did those practices, or wished to do so.

The Commission calculate CAP contribution to environmental spending (ref. art.100 SPR following the simplified OECD Rio Markers methodology).
