PROPOSAL FOR A EUROPEAN PARLIAMENT DECISION

on amendments to Parliament's Rules of Procedure concerning appointments to Union agencies and bodies (Rule 135)

(2025/2262(REG))

– having regard to the letter from its President of 7 November 2025,

– having regard to Rules 242 and 243 of its Rules of Procedure,

– having regard to the report of the Committee on Constitutional Affairs (A100000/2026),

1. Decides to amend its Rules of Procedure as shown below;

2. Points out that the amendments will enter into force on the first day of the next part-session;

3. Instructs its President to forward this decision to the Council and the Commission, for information.

1. This Rule shall apply to the appointment of:

1. This Rule shall apply to appointments of Chairs, Vice-Chairs and members of the management boards of Union agencies and bodies, as well as to appointments to other positions in those agencies and bodies, where:

– the Chair and the Vice-Chair of the Supervisory Board of the European Central Bank;

– the Chair, the Vice-Chair and the full-time members of the Single Resolution Board of the Single Resolution Mechanism;

– the Chairs and Executive Directors of the European Supervisory Authority (European Banking Authority, European Securities and Markets Authority, European Insurance and Occupational Pensions Authority); and

– the Managing Director and Deputy Managing Director of the European Fund for Strategic Investments.

– the Union agency or body is of a regulatory nature; and

– Parliament either has the power to decide, on its own or by common accord with other institutions, on the appointment, or is requested to give its consent to the appointment.
