on the draft Council decision on the conclusion, on behalf of the Union and its Member States, of the Accession Protocol to the Framework Agreement on Comprehensive Partnership and Cooperation between the European Community and its Member States, of the one part, and the Republic of Indonesia, of the other part, to take account of the accession of the Republic of Croatia to the European Union

– having regard to the draft Council decision (12975/2014),

– having regard to the draft Accession Protocol to the Framework Agreement on Comprehensive Partnership and Cooperation between the European Community and its Member States, of the one part, and the Republic of Indonesia, of the other part, to take account of the accession of the Republic of Croatia to the European Union,

– having regard to the request for consent submitted by the Council in accordance with Articles 207 and 209 and Article 218(6), second subparagraph, point (a), of the Treaty on the Functioning of the European Union (C90314/2023),

– having regard to Rule 105(1) and (4) and Rule 114(7) of its Rules of Procedure,

– having regard to the recommendation of the Committee on Foreign Affairs (A9-0428/2023),

1. Gives its consent to the conclusion of the protocol;

2. Instructs its President to forward its position to the Council, the Commission and the governments and parliaments of the Member States and of the Republic of Indonesia.

EXPLANATORY STATEMENT

This Accession Protocol allows the Republic of Croatia to accede as a Party to the Framework Agreement on Comprehensive Partnership and Cooperation between the European Community and its Member States and the Republic of Indonesia which was signed in Jakarta on 9 November 2009. In line with the Act concerning the condition of accession of the Republic of Croatia to the European Union, the Republic of Croatia undertakes to accede to the agreements concluded or signed by the European Union and its Member States with one or more third countries or with an international organisation.

On 23 July 2014 the Commission submitted to the Council a proposal for a Council Decision on the conclusion of the Accession Protocol to the EU- Indonesia Framework Agreement. On 8 October 2014, the Council decided to request the European Parliament to give its consent to the draft Council Decision on the conclusion of the Accession Protocol. The Accession Protocol was signed on 22 June 2023 and subsequently, on 24 July 2023 the Council requested the European Parliament to give its consent. In the light of the above, the Rapporteur recommends the Parliament to give its consent to this Accession Protocol.
