Article 1 – paragraph 1 – introductory part

Text proposed by the Commission	Amendment
In Article 5 of Decision (EU) 2015/1814, the following paragraph is added:	In Article 1 of Decision (EU) 2015/1814, paragraph 5a is replaced by the following :
	‘5a. Unless otherwise decided in the first review carried out in accordance with Article 3, from 2031 allowances held in the reserve above 800 million allowances shall no longer be valid. .’
