Justification

The exclusion of fire extinguishers from the scope of CBAM creates an unintended sourcing shift, as European manufacturers bear carbon-related costs through the use of CBAM-covered inputs, while imports of equivalent finished products from third countries are not subject to an equivalent carbon adjustment. Given the high share of steel and aluminium in fire extinguishers, this asymmetry creates incentives to source these products outside the Union rather than from European manufacturers.
