Justification
Producing ferro-chromium and other ferroalloys uses a lot of energy. Excluding energy-related indirect emissions from CBAM favours high-emission imports, actively puts EU producers at a disadvantage and causes additional emissions overall.
Including indirect emissions in CBAM sends a clear market signal to invest in low-carbon electricity procurement, grid decarbonisation, and process improvements in third countries. This fosters cleaner production beyond the EU.
