Notes that 4.33 million people fleeing Ukraine were under temporary protection in the EU in November 2025; welcomes the Commission announcement of 26 June 2026 to the effect that temporary protection should not, as a rule, be granted to newly arriving Ukrainian nationals who are not authorised to leave Ukraine in view of their military obligations; calls on Ukrainian men of military age to return to Ukraine; encourages Member States to adapt their asylum, reception and temporary protection policies accordingly;

Recalls that, since the start of the war in Ukraine, Poland, together with other EU Member States, has emerged as a major refuge for Ukrainians, providing extensive aid to Ukrainian refugees, including housing, financial assistance, access to education and medical care; strongly condemns the decision by the President of Ukraine on 26 May 2026 to grant a Ukrainian military unit the name ‘Heroes of the Ukrainian Insurgent Army’; recalls that this formation was responsible for the genocide in Volhynia and mass crimes against Poles, Jews, Czechs, Russians, Armenians, other minorities and Ukrainians who opposed their actions, with some 100 000 to 120 000 victims; considers the prompt exhumation and proper burial of victims as a moral duty and an essential step towards justice, reconciliation and the strengthening of Polish-Ukrainian relations;

Condemns the increasing religious persecution against the Ukrainian Orthodox Church, one of the largest religious communities in Ukraine with millions of believers, including police raids on monasteries and churches, seizures of religious property and the opening of criminal proceedings against numerous members of the clergy; recalls that international organisations, including Human Rights Watch and the Office of the United Nations High Commissioner for Human Rights, have warned that such measures violate freedom of religion and impose collective punishment on peaceful believers; stresses that religious persecution, criminal prosecution of clergy and restrictions on religious communities are incompatible with the fundamental rights and rule-of-law standards required of countries seeking membership of the EU;
