La. whereas several units of the Armed Forces of Ukraine (AFU), such as the 422nd Independent Unmanned Systems Regiment, the ‘Nakhtigal’ Battalion of the 20th Operational Brigade ‘Lubart’ and the 3rd Independent Assault Brigade of the AFU continue to use Nazi symbols and names; whereas the name of the ‘Nakhtigal’ Battalion is a direct reference to Sondergruppe Nachtigall, unofficially called ‘Battalion Ukrainische Gruppe Nachtigall’, which, according to the Yad Vashem institute, committed the massacre of four thousand Jews in Lviv in June and July 1941;

Lb. whereas since May 2026 Volodymyr Zelenskyy has been a Distinguished Member of the European Order of Merit; whereas the European Order of Merit was established to honour individuals who have made significant contributions to European unity, democracy or to the promotion and defence of European reconciliation; whereas former leader of Solidarność and former President of Poland Lech Wałęsa, who is also a Distinguished Member of the European Order of Merit, declared that Volodymyr Zelenskyy’s decision to name one of Ukraine’s special operations forces unit Heroes of the Ukrainian Insurgent Army (UPA) is a personal insult to him and all murdered Poles; whereas, in light of these concerns, the Selection Committee of the European Order of Merit should revoke Volodymyr Zelenskyy’s membership of the Order;

Lc. whereas in Ukraine history textbooks such as ‘Zakhyst Ukrayiny’ issued in 2023 and used in 10th grade in Ukrainian schools present falsified narrative that relativises the Volhynian genocide and the crimes of the Ukrainian Insurgent Army (UPA); whereas such textbooks present Stepan Bandera, Roman Shukhevych and the UPA as heroes of the Ukrainian independence movement without mentioning their full role in crimes committed by UPA forces in Volhynia and Eastern Galicia against Poles, Jews, Czechs, Russians, Armenians, other minorities and Ukrainians who opposed their actions; whereas the textbook presents a narrative in which UPA members never acted against the civilian population and all acts of terror against civilians were committed by soviet agents in disguise;

Qa. whereas Ukrainian anti-corruption authorities launched a major investigation known as Operation Midas into an alleged large-scale corruption scheme in the energy sector involving kickbacks from suppliers to the state nuclear operator Energoatom and other state-owned enterprises; whereas investigators uncovered a network suspected of demanding kickbacks in exchange for procurement contracts, conducted numerous searches and seizures, and brought criminal charges against several individuals; whereas the investigation reportedly implicated businessman Timur Mindich and other high-ranking officials linked to the energy sector; whereas investigators and media reports have referred to alleged illicit payments, recorded communications and frequent contacts between Mindich and Volodymyr Zelenskyy in the context of the broader investigation; whereas Andriy Yermak, former Head of the Office of the President of Ukraine, was named as a suspect by the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialised Anti-Corruption Prosecutor’s Office (SAPO) in a money-laundering investigation linked to the broader Operation Midas case; whereas these allegations raise serious concerns regarding corruption, political influence and governance standards in Ukraine;

Calls for the EU and its Member States to prioritise diplomatic and political efforts aimed at achieving a sustainable end to the conflict in Ukraine and preventing its further prolongation, stressing that the primary objective of EU policy should be the restoration of peace and stability on the European continent; underlines that any security guarantees or defence commitments in relation to Ukraine remain a sovereign decision and competence of individual Member States; notes that increased security and defence cooperation between Ukraine, the EU and its Member States has required substantial financial resources from Member States and European taxpayers;
