D. whereas, despite broad international condemnation and unprecedented sanctions, Russia is escalating its war efforts through targeted attacks on critical energy infrastructure, residential buildings and civilian infrastructure; whereas millions of people in Ukraine survived the recent freezing winter temperatures with limited electricity, heating and running water; whereas the environmental damage caused by Russia over the past four years has also had devastating consequences for Ukraine’s natural resources and critical ecosystems and for its people’s health, livelihoods and security;

Wa. whereas the joint statement signed on 11 December 2025 by Commissioner Marta Kos and Ukraine’s Deputy Prime Minister Taras Kachka (known as the Kos-Kachka plan) is a 10-point reform priority plan to be implemented by the end of 2026; whereas those reforms concern strengthening the rule of law, judicial procedures and the independence of Ukraine’s anti-corruption institutions; whereas the full and unequivocal implementation of these steps will be an important tangible demonstration of Ukraine’s commitment; whereas relevant think tanks judge that approximately 15 % of the plan had been implemented by mid-2026;

ABa. whereas the new law on public procurement, which was adopted by the Verkhovna Rada of Ukraine on 27 May 2026 and came into force on 24 June 2026, is widely considered to be a genuine reform, aligned with EU legislation and establishing transparency and anti-corruption safeguards for large tenders; whereas the adoption of this legislation unlocked USD 3.4 billion in direct budget support for Ukraine from the World Bank;

ABb. whereas on 15 June 2026, the EU opened accession negotiations with Ukraine and Moldova on Cluster 1: Fundamentals, consisting of: Chapter 23: Judiciary and fundamental rights, Chapter 24: Justice, freedom and security, Chapter 5: Public procurement, Chapter 18: Statistics, and Chapter 32: Financial control; whereas negotiations on the fundamentals cluster are the first to be opened and the last to be closed in the accession process and progress on that cluster determines the overall pace of negotiations;

Calls for the EU and its Member States to combat Russian disinformation about the war, by fully restricting activities associated with Russian state-controlled media organisations and their contributors across EU Member States, extending relevant individual sanctions lists, pursuing legal accountability for those complicit in state-run propaganda, strengthening digital literacy, promoting fact-based information with special attention to countries specifically targeted by Russian propaganda outside Europe and holding social media platforms accountable for spreading harmful content by strictly enforcing the Digital Services Act5 ;

11. Calls for the EU and its Member States to combat Russian disinformation about its war of aggression and Ukraine’s EU accession process, by fully restricting activities associated with Russian state-controlled media organisations and their contributors across EU Member States, extending relevant individual sanctions lists, pursuing legal accountability for those complicit in state-run propaganda, strengthening digital literacy, promoting fact-based information with special attention to countries specifically targeted by Russian propaganda outside Europe and holding social media platforms accountable for spreading harmful content by strictly enforcing the Digital Services Act5 ;
