29. Welcomes the completion of the screening process for all clusters, taking note of the Commission’s and the Council’s assessment that Ukraine has made substantial progress towards the opening of negotiating clusters; salutes the March 2026 European Council’s invitation to the Council to open all negotiating clusters without delay and calls on the Council to act immediately to follow up on that decision, starting with the fundamentals cluster; meanwhile, welcomes the decision by the Commission and the Cyprus Presidency of the Council to continue negotiations at the technical level in anticipation of opening the negotiations in the future;
29. Welcomes the completion of the screening process for all clusters, taking note of the Commission’s and the Council’s assessment that Ukraine has made substantial progress towards the opening of negotiating clusters; stresses that no negotiating clusters can be opened as long as Ukraine refuses to recognise the ethnic cleansing campaign carried out by the Ukrainian Insurgent Army (UPA) against Poles as well as its mass atrocities committed against the Jewish population; meanwhile, welcomes the decision by the Commission and the Cyprus Presidency of the Council to continue negotiations at the technical level in anticipation of opening the negotiations in the future;

33. Considers that Ukraine’s cooperative and forward-looking policy towards neighbouring countries, including the resolution of bilateral disputes and historical dialogue, contributes to progress in the accession process and underlines that the accession process should not be misused to obstruct merit-based progress on the European path or to outweigh the broader strategic interests of the Union, and that such matters must rather be addressed through open dialogue and genuine cooperation;
33. Considers that Ukraine’s cooperative and forward-looking policy towards neighbouring countries, including the resolution of bilateral disputes and historical dialogue, contributes to progress in the accession process and underlines that the accession process should not be misused to obstruct merit-based progress on the European path or to outweigh the broader strategic interests of the Union, and that such matters must rather be addressed through open dialogue and genuine cooperation; stresses that Ukraine must denounce the ideology, symbolism and actions of the UPA, acknowledge the mass crimes committed against the Polish and Jewish populations, and conduct exhumations and proper burials of victims of these crimes, in order to conform with European values; highlights that the UPA is responsible for the crime of genocide committed against the Polish people with an estimated 100 000 victims – most of whom were women and children – which is widely regarded as one of the largest ethnic cleansing campaigns in wartime eastern Europe; strongly condemns the fact that many people associated with the policies and operations that resulted in these killings are regarded as national heroes in Ukraine including, but not limited to, Stepan Bandera, Roman Shukhevych and Dmytro Klyachkivsky;

Expresses its concern over reports from certain local authorities in Member States, including Denmark, regarding instances of young people from Ukrainian refugee communities displaying symbols directly associated with Nazi ideology, which also constitute the symbolism of the UPA, whose members were responsible for mass crimes against Polish and Jewish civilians in Volhynia and Eastern Galicia; stresses the importance of historical education, intercultural dialogue and the unequivocal condemnation of all manifestations of Nazism, antisemitism, xenophobia and the glorification of perpetrators of war crimes;
