Expresses its grave concern about the potential budgetary repercussions of Ukraine’s accession for the EU, in particular with respect to the common agricultural policy (CAP) and the Cohesion Funds; underlines that enlargement must not be pursued to the detriment of regions already suffering from persistent structural and development disparities, including Southern Italy; insists that any accession process be preceded by a comprehensive impact assessment on the most disadvantaged regions of the EU, with particular regard to those classed as ‘less developed’;

Expresses deep concern over the alleged involvement of circles close to President Volodymyr Zelenskyy, namely Timur Mindich and others, in corruption schemes under investigation by the National Anti-Corruption Bureau of Ukraine (NABU) and over legislation that has been characterised by anti-corruption watchdogs as designed to hinder this investigation, namely law no. 12414; insists that, although this step was later reversed in law no. 13533, a stronger effort is also necessary to fight corruption at the highest levels of politics and government;

Expresses serious concern regarding the official commemoration at state level of historical figures and organisations responsible for war crimes and crimes against humanity, including the Organisation of Ukrainian Nationalists (OUN) and the Ukrainian Insurgent Army (UPA), whose leaders collaborated with Nazi Germany and whose forces were responsible for the mass killing of tens of thousands of Polish and Jewish civilians during the Second World War; notes with concern the presidential decree of May 2026 granting the honorary title of ‘Heroes of the Ukrainian Insurgent Army’ to a unit of Ukraine’s special forces, as well as the state-level reburial ceremony of OUN leader Andriy Melnyk attended by President Zelenskyy on 25 May 2026; calls on the Ukrainian authorities to refrain from state-sponsored commemoration of individuals and organisations implicated in war crimes, to engage in a transparent and honest reckoning with this period of national history, and to prioritise reconciliation with neighbouring countries;

Expresses the gravest concern at the repeated attacks on the Zaporizhzhia nuclear power plant; underlines that a nuclear accident at Europe’s largest power plant would be a catastrophe with consequences that would be transboundary and irreversible; calls on all parties to unconditionally halt any and all military action that could endanger the power plant; calls on the EU Member States to support the deployment of UN peacekeepers to protect Ukraine’s nuclear reactors, in close cooperation with the International Atomic Energy Agency; stresses that the UN General Assembly possesses subsidiary decision-making powers under Resolution 377 A in cases where the Security Council is unable to act;
