Calls on the Council, the High Representative of the Union for Foreign Affairs and Security Policy and the Commission to appoint, without further delay, one or more EU Special Envoys for Peace in Ukraine, with a clear mandate to engage all parties to the conflict, as well as key international actors; stresses that such an appointment must be accompanied by a structured negotiating brief, adequate resources, and regular reporting to Parliament; recalls that effective mediation requires direct engagement with all parties to a conflict, including those whose conduct is condemned;

Calls for intensified efforts to dismantle Russia’s shadow fleet operations, which pose a substantial and growing risk to maritime safety, particularly in the strategically vital Baltic Sea; urges the Member States to strictly respect EU legislation and halt all imports of the Russian liquefied natural gas and natural gas, revenues from which have been steadily supporting the Russian war machine and undermining the effectiveness of EU sanctions and the EU’s support for Ukraine;

Calls for intensified efforts to dismantle Russia’s shadow fleet operations, which pose a substantial and growing risk to maritime safety and the environment, particularly in the strategically vital Baltic Sea; calls in this regard for closer cooperation between authorities in Member States around the Baltic Sea to ensure shadow fleet operations are stopped effectively; urges the Member States to strictly respect EU legislation and halt all imports of the Russian liquefied natural gas and natural gas, revenues from which have been steadily supporting the Russian war machine and undermining the effectiveness of EU sanctions and the EU’s support for Ukraine;

21a. Firmly opposes any proposal to exclude Ukrainian nationals of military age from the scope of the Temporary Protection Directive1a or to condition their continued protection status on compliance with Ukrainian military mobilisation requirements; recalls that the Temporary Protection Directive is a humanitarian instrument designed to provide immediate protection to persons fleeing armed conflict, and that its application cannot be made conditional on the military or political choices of the country of origin; stresses that the right to seek protection from war as well as the right to conscientious objection are fundamental rights that apply equally to all persons regardless of age or gender, and that the EU Member States have an obligation under international and EU law to ensure that no person is forcibly returned to a country where they face a real risk of being sent to the front line of an active armed conflict; calls on the Commission to issue clear guidance to Member States reaffirming the full and unconditional applicability of the Temporary Protection Directive to all Ukrainian nationals, including persons of military age, and to ensure that no bilateral arrangements between Member States and Ukraine result in the de facto or de jure deprivation of protection status;
