Ma. whereas Ukraine’s integration in the EU, could, under a constant budget, result in a 20 % reduction in the support available to farmers in the current Member States; notes that this risk would be further exacerbated by the envisaged reduction of at least 20 % in funds for the next common agricultural policy (CAP), excluding inflation, as well as by the budget’s integration into a single fund, which would deprive the CAP of its budgetary autonomy and effectively relegate it to the status of a secondary EU policy;

N. whereas the current Copenhagen criteria require not only formal alignment with EU law but also effective implementation and guarantees of fundamental rights, democracy and the rule of law; whereas each country’s path towards EU integration must be assessed on its own merits and no country should be coupled with another or treated as part of a package;
N. whereas EU accession is a merit-based process based on full compliance with the Copenhagen criteria, including the stability of democratic institutions, the rule of law, judicial independence, the fight against corruption and respect for fundamental rights; whereas Ukraine, like any other candidate country, must be assessed strictly on the basis of its fulfilment of those criteria and should not benefit from any preferential treatment or accelerated procedures;

Stresses that Ukraine’s accession to the EU would have far-reaching consequences for the EU’s agricultural sector by disrupting the balance of the EU internal market and exerting downward pressure on agricultural prices, to the detriment of farmers in the EU; expresses its concern that Ukraine could become the largest beneficiary of the common agricultural policy (CAP) at a time when its budget is expected to decrease, thereby reducing support available to farmers across the EU;

Expresses concern over the non-respect of the same phytosanitary standards, plant protection and animal welfare rules in Ukraine as those applicable to European farmers, and over the increasing concentration of agricultural land in Ukraine in the hands of investment funds operating large-scale mega-farms, a model that is fundamentally at odds with the family-farming structure that underpins European agriculture;
