Notes that almost 60 % of the EIB’s financing in 2025 was directed towards the transition to a low-carbon economy; calls on the EIB to reinforce competitiveness and economic security by enabling a predictable, inclusive, fair and affordable transition, without placing an undue burden on industry and households; underlines that climate and environmental investments can contribute to strengthening Europe’s industrial base, productivity and global competitiveness; supports investments across industrial value chains, including low-carbon technologies, to enable economically sustainable pathways to decarbonisation, where such investments are driven by innovation and have a clear potential to enhance market competitiveness and European strategic autonomy;
12. Is concerned that the EIB’s signed financing commitments to Northvolt AB, totalling around EUR 942.6 million, of which around EUR 288 million (USD 313 million) was still outstanding at the time of its bankruptcy filing in Sweden on 12 March 2025, together with the risks observed in comparable large-scale ventures, point to weaknesses in the appraisal of projects that scale up unproven technologies; calls on the EIB to disclose the lessons learnt, to strengthen its due diligence for such projects, and to evaluate and report systematically on late payments and beneficiary insolvencies across its portfolio, as a matter of sound financial management and value for money for taxpayers; stresses that the presence of other publicly-backed or EU-supported investors in a project must not be treated as a substitute for the EIB’s own independent due diligence and risk assessment;

Calls on the EIB to further simplify and accelerate application and approval procedures, reduce administrative burdens, and strengthen support for small beneficiaries, including local and regional authorities, municipalities, SMEs and start-ups, by ensuring that prerequisites and reporting requirements are proportionate to the allocation value and/or the size of the beneficiary, without compromising financial standards, and to allocate funding on the basis of efficiency, economic viability and measurable impact; calls in particular, for improved access to financing for SMEs and start-ups, including through simplified eligibility criteria and procedures under InvestEU and the EIF, especially in less developed and rural regions, complemented by enhanced technical assistance; further calls for funding to be allocated on the basis of efficiency, economic viability and measurable impact, and for proportionate ex post evaluations to ensure the effective use of resources and the crowding-in of private investment;

Recalls that certain strategic sectors within the defence and security industry continue to face EIB funding restrictions; notes that despite the EIB’s decision of 21 March 2025 to expand eligibility, residual barriers remain and hinder the full mobilisation of private capital to support European security; calls on the EIB’s Board of Governors to continue to adapt the EIB’s practices with regard to lending to the defence industry, as stated in the European Council conclusions of 6 March 2025;

Recalls that certain strategic sectors within the defence and security industry continue to face EIB funding restrictions; notes that despite the EIB’s decision of 21 March 2025 to expand eligibility, residual barriers remain and hinder the full mobilisation of private capital to support European security; calls on the EIB’s Board of Governors to continue to adapt the EIB’s practices with regard to lending to the defence industry, as stated in the European Council conclusions of 6 March 2025; calls on the EIB to remove the remaining restrictions on defence and security financing so that all project types are eligible, and to eliminate administrative barriers that impede investment in defence and external border protection;
