Emphasises that healthcare professionals, including doctors, nurses, nursing assistants, pharmacists, midwives, paramedical staff, medical-technical staff, administrative staff and support staff, are the cornerstone of the functioning of European healthcare systems; recalls that their daily commitment ensures continuity of care, patient safety and the resilience of healthcare systems, particularly during times of crisis; believes that they must be fully recognised and placed at the heart of any strategy aimed at strengthening health care systems;

Believes that a sustainable solution to the healthcare workforce crisis depends on making healthcare professions more attractive; calls on the Member States to develop ambitious policies regarding initial and continuing education, the improvement of working conditions, the prevention of psychosocial risks and burnout, workplace safety, work-life balance, job stability and fair compensation; emphasises that retaining professionals who are already in the workforce is just as important a priority as recruiting new staff; emphasises that measures to address shortages of healthcare personnel must be based primarily on national policies for training, retention and career advancement, rather than on an increasing reliance on international recruitment; reiterates that each Member State must retain control over its health policy and the management of its healthcare workforce, while the EU’s actions must remain complementary and be based on the principle of subsidiarity;
