R. whereas Parliament has condemned in the strongest possible terms Russia’s deliberate destruction of water infrastructure, including dams, as a weapon of war; whereas the destruction has caused severe environmental damage, undermined water security and threatened civilian populations; whereas such acts constitute violations of international law and call for full accountability for those responsible; whereas the Commission and the EU Member States continue to provide assistance to Ukraine in investigating the perpetrators so that they can be prosecuted for war crimes and crimes against humanity;

(n) promote intergovernmental and regional cooperation instruments in the management of water resources, focusing, in particular, on ensuring the fair distribution of water between countries, and support local and community-level governance structures; consider supporting public-private partnerships where they contribute to efficient water management and more affordable access to water, sanitation and hygiene for all; incentivise investment in technologies and management practices that enhance the use of sustainable agricultural practices in the production of crops, livestock and fish by both smallholders and larger companies;
