Underlines that Montenegro’s GDP per capita stands at less than one third of the EU average in 2024 according to Eurostat; considers that the accession of a country presenting such a development gap would generate considerable financial transfers at the expense of Member States; considers that accession under such economic conditions is not viable for either the EU or Montenegro;
