	14a. Stresses that families constitute the primary and most immediate environment for the provision of care across generations; recalls that, as enshrined in the UN Convention on the Rights of the Child, parents have the primary responsibility for the upbringing and development of the child to ensure their healthy and safe growth, and that the best interests of the child must be a primary consideration in all decisions affecting them; calls on the Member States to recognise and support the essential contribution of intergenerational solidarity within families, including the role of grandparents in providing regular care and assistance to persons in need of care and support; underlines that such family-based care arrangements, deeply rooted in the cultural and social traditions of the Member States, contribute to social cohesion, demographic balance and the well-being of dependent persons; calls for appropriate recognition of these contributions within social and pension systems, while fully respecting the competences of the Member States and the principle of subsidiarity;

	14b. Stresses that the organisation of and access to care services fall within the competence of the Member States; considers that, in a context of limited public resources and increasing pressure on social systems, Member States should be able to apply the principle of national priority in the allocation of such resources, without prejudice to the rights of citizens from EU Member States, through objective criteria based on genuine attachment to the country, such as effective residence and contribution to the system, with a view to ensuring, first and foremost, adequate support for their citizens and legal residents; further underlines the sovereign rights of the Member States to limit access to structural services for those who do not fulfil the criteria to demonstrate such a link, while fully preserving assistance in situations of vital emergency, and to take into account the impact of migration flows from non-EU countries on the sustainability of public systems; emphasises, moreover, that the application of these principles and the organisation of labour linked to care services must not lead to social dumping, unfair wage competition or the undermining of workers’ rights and social standards within the EU, nor result in a disproportionate outflow of workforce between Member States, particularly in sectors already critically affected by labour shortages and demographic pressures, which could also lead to the mass impoverishment of families;

	28a. Emphasises the importance of enabling persons in need of care to receive care within their home environment, where appropriate and in accordance with their individual needs and preferences, recognising the benefits of family and home-based care for dignity, continuity of care and emotional well-being; recalls that the organisation, provision and structure of care systems fall within the competence of the Member States; notes, in this context, that Member States must be able to maintain and develop a plurality of high-quality care models, including residential and specialised care facilities, particularly where the intensity or nature of the care required cannot be adequately ensured at home to avoid unnecessary institutionalisation; calls for humane, small-scale, high-standard residential options in circumstances where the person concerned cannot make decisions independently and where families lack the expertise, time or financial means to provide adequate care, ensuring dignity for both the individual and their relatives;
