55. Stresses that at a time when the EU institutions are regularly debating new own resources, priority should instead be given to enhancing fraud prevention and detection through strengthened controls, which would reduce revenue losses and ensure the recovery of funds legitimately owed to the EU and currently lost; considers that a rigorous analysis of the potential for recovering revenue currently lost due to fraud and evasion should therefore be carried out;

55. Reaffirms Parliament’s strong commitment to the introduction of new own resources supporting the broader ‘basket approach’ proposed by the Commission, and calls on the Council to unblock the stalemate, observed since 2020, on a basket of genuine new own resources to achieve revenue of at least EUR 60 billion per year; stresses that strengthening own resources and improving fraud prevention and detection are complementary, not competing, objectives; considers that the EU budget must be both adequately funded and effectively protected against fraud and misuse; considers that a rigorous analysis of the potential for recovering revenue currently lost due to fraud and evasion should therefore be carried out;
