54a. Recalls that, in accordance with Parliament’s internal rules, Parliament’s administration has conducted a risk-based ex post verification of the 2024 accounts of the former political group Identity and Democracy (ID Group), and found that at least EUR 4 333 635.78 of budget item 400 appropriations were unduly spent by the group over the 2019-2024 term, exposing Parliament to significant financial and reputational risks; notes that the EPPO announced that it had opened an investigation into the alleged misuse of EU funds by the ID Group between 2019 and 2024; recalls that the Committee on Budgetary Control submitted an opinion to Parliament’s Bureau, which decided to wait for the outcome of the EPPO’s investigation before taking any recovery action; considers that – in parallel with the EPPO’s criminal investigation – Parliament’s administration could take the necessary administrative measures to protect the EU’s financial interests and Parliament’s reputation; considers it of the utmost importance that recovery actions be started as soon as possible, in full compliance with Article 3(3) of the Working Arrangement between the European Parliament and the European Public Prosecutor’s Office; recalls that in its opinion to the Bureau, the Committee on Budgetary Control noted that, unless evidence to the contrary is presented, several elements may collectively satisfy the logical basis of the economic continuity doctrine and therefore justify treating the Patriots for Europe (PfE) Group as a successor group for the purpose of recovery; invites Parliament’s administration to carefully analyse the 2024 accounts of the PfE Group to ensure that the irregularities identified by the Directorate-General for Finance (DG FINS) with regard to the ID Group are not reproduced by the new political group;
