	16a. Notes with concern, in this context, the findings of the European Court of Auditors’ Special Report 12/2026 on the EU’s advisory bodies, which concluded that the Committee met institutional deadlines for delivering opinions in only 33 % of cases; notes further that the Court found that the Committee does not systematically measure how its opinions are reflected in final legislation and that its annual impact reporting remains descriptive and output-based; stresses that an advisory body with an annual budget of EUR 123 million that fails to deliver two thirds of its opinions on time and cannot demonstrate its impact on legislation must undertake urgent structural reform or face a fundamental review of its budgetary allocation;
