Stresses that a strategy for decent, sustainable and affordable housing requires effective migration management and integration policies aligned with housing capacity; calls on the Member States to prioritise access to affordable housing for families, young couples and middle-income households; calls on the Member States to prioritise access to social housing for European citizens and citizens legally residing in their territory on a stable basis, while allowing Member States to give priority to their citizens and local workers, particularly in border regions, in accordance with national law; stresses that Member States should be able to apply objective criteria such as duration of residence, family situation, participation in the labour market and social security system and demonstrable links to the local community when allocating social housing, in full respect of national competences; emphasises that labour shortages should first be addressed through the mobilisation, training and labour market integration of persons already legally residing in the EU before permitting further inflows; |
