	20a. Demands the immediate repeal of Directive (EU) 2023/9591a, which introduces the emissions trading system (ETS 2) covering the building sector, considering that it functions as an anti-social and economically harmful de facto tax on heating; points out that including homes in emissions trading will lead to a rapid increase in housing costs, hitting low-income families hardest; opposes the ideological inflation of energy prices, which undermines the competitiveness of the European construction sector and pushes millions of citizens toward energy poverty; ___________________ 1a Directive (EU) 2023/959 of the European Parliament and of the Council of 10 May 2023 amending Directive 2003/87/EC establishing a system for greenhouse gas emission allowance trading within the Union and Decision (EU) 2015/1814 concerning the establishment and operation of a market stability reserve for the Union greenhouse gas emission trading system (OJ L 130, 16.5.2023, p. 134, ELI: http://data.europa.eu/eli/dir/2023/959/oj).

21. Recalls that the aim of the Energy Performance of Buildings Directive is to reduce energy consumption for households; acknowledges that the Energy Performance of Buildings Directive imposes building requirements that could affect construction costs; notes the importance of environmental standards, such as the energy performance certificate, and calls for measures to ensure that these standards do not have a negative impact on both rental and property markets; expresses concern about the calculation methods and inconsistencies in the energy labelling of residential buildings, which should accurately reflect the actual energy performance of properties; warns about the possible consequences of such labelling; acknowledges that the practical implementation of the Energy Efficiency Directive affects many construction companies and private owners; stresses the need to ensure that regulations do not lead to higher costs for both tenants and property buyers; calls for energy renovation projects to become more accessible through technical assistance and advisory services; calls on the Member States to facilitate participation in energy communities for social housing residents, supporting citizen-led renovation, while respecting national priorities and available resources;	21. Calls for the complete repeal of the Energy Performance of Buildings Directive1a (EPBD), which, through mandatory renovations, imposes unrealistic financial burdens on homeowners ranging from EUR 15 000 to EUR 100 000 per building; stresses that mandating the zero-emission building standard drastically increases construction costs and discourages new investment, which is extremely irresponsible in the face of the housing crisis; maintains that owners and the free market must determine the pace of property modernisation; __________________ 1a Directive (EU) 2024/1275 of the European Parliament and of the Council of 24 April 2024 on the energy performance of buildings (OJ L, 2024/1275, 8.5.2024, ELI: http://data.europa.eu/eli/dir/2024/1275/oj ).
