Denounces the human rights abuses and violations suffered by refugees and migrants; regrets that some have even been returned to the border or expelled to places where their lives were in danger in defiance of international law, including the right to asylum; denounces the attacks against NGOs that help these people and recalls that the provision of assistance to save lives is a human rights imperative that must be respected at all times and for all people in need; pays tribute, in this regard, to individuals and civil society organisations that have been providing migrants with the most basic of rights, such as the right to water, food, health, adequate shelter and other such assistance; stresses the need to establish frameworks for the protection of migrants, in particular through the opening of safe and legal routes for migrants and the granting of humanitarian visas;

Expresses deep concern over the persistent global crisis of accountability and highlights the ongoing struggle to end impunity for violations of fundamental international human rights and humanitarian law in conflicts worldwide; reaffirms the essential neutrality and vital role of humanitarian aid in all conflict and crisis situations; highlights the grave repercussions of undermining and attacking multilateral organisations, including the UN, which risks fostering a culture of impunity and weakening both trust in and the effectiveness of the UN system; calls for the EU to defend the international legal framework and to implement robust measures to ensure adherence to these laws; is deeply concerned by the fact that the work of multilateral human rights institutions and the multilateral rules-based order faces unprecedented threats and attacks; strongly deplores the decision made by some countries to withdraw from the UN Human Rights Council and their announcements that they would not participate in the Universal Periodic Review; condemns the constant attempts to undermine and discredit the UN, its Secretary-General, its Special Rapporteurs, and its agencies, including those delivering humanitarian aid, as well as the attacks on peacekeeping missions;

Strongly condemns Israel’s colonial settlements and its continued expansion, which violates international law and fuels Palestinian resentment; notes that according to national and international NGOs, the system of oppression and domination that the Israeli Government imposes on the Palestinian population in all areas under its control and on Palestinian refugees constitutes apartheid and is prohibited by international law; recalls the opinion issued by the International Court of Justice on 19 July 2024, which concluded that the State of Israel ‘is under an obligation to immediately cease all new settlement activities and to evacuate all settlers from the Occupied Palestinian Territory’; calls on the EU Member States to demand that Israel fully end the occupation of Palestine, including East Jerusalem, and thereby pave the way for peace; reaffirms the fundamental right of the Palestinian people to self-determination, as recognised by the UN Charter;

Deplores the flagrant human rights violations committed in the occupied territories of Western Sahara, including the violation of freedom of expression and assembly, the torture and ill-treatment reported by political prisoners, the unfair trials, the repression during demonstrations (including cases of torture and killings), and the prohibition of free entry to the occupied territories for observers and the international press; stresses that Western Sahara is a separate and distinct territory in relation to any State, including Morocco; strongly calls for the EU and its Member States to support the self-determination and decolonisation efforts of the Sahrawi people by ensuring an urgent, just and lasting solution to the conflict in Western Sahara, based on the right to self-determination of the Saharawi people and in accordance with the relevant UN resolutions; recalls the CJEU rulings declaring the EU-Morocco Association Agreement inapplicable to Western Sahara owing to the lack of consent from the Sahrawi people, and urges the EU and its Member States to suspend the EU-Morocco Association Agreement;
