P. whereas gender equality is a core EU value, and the human rights of women and girls, including their sexual and reproductive rights, continue to be violated across the world; whereas women experience a unique and disproportionate impact from conflicts, climate change and migration, including increased risks of gender-based violence, economic marginalisation and barriers to accessing resources; whereas women-focused HRDs and CSOs continue to experience shrinking space for their critical work, as well as threats of violence, harassment and intimidation;

27. Reiterates the EU’s strong support for the European Court of Human Rights; urges all signatory States to the European Convention on Human Rights to fully abide by the rulings of the Court;

Is concerned that the systematic pro-migration rulings of the European Court of Human Rights (ECtHR) have left little leeway for returns and make it impossible to effectively combat illegal migration; considers that the ECtHR is placing the individual needs of deportees above public safety and the common good; insists that it is up to the elected governments in Europe to decide whether immigrants may reside on their territory;

Welcomes the human rights and democracy-related objectives in all pillars of the proposed Global Europe instrument and the proposed increase in EU funding for external action, especially considering the dramatic cuts by other major global contributors which have a direct impact on the most vulnerable populations; stresses that the EU cannot bridge the gap alone;

Takes note of the human rights and democracy-related objectives in all pillars of the proposed Global Europe instrument and the proposed increase in EU funding for external action; recalls, however, that the EU’s democratisation assistance programmes for countries across the world have rarely led to any serious improvement in the local situation; notes, moreover, that the massive flows of official EU development aid have had negative effects on the broader state and democracy-building process in many developing countries;

Is worried about the continuous politicisation of UN agencies, human rights mechanisms and committees; notes that the EU and its Member States collectively make the single largest contribution to the UN system; notes that in 2024, the EU provided approximately EUR 3.9 billion in voluntary contributions to the UN; calls for a fundamental debate on the way taxes, paid by citizens of the Member States, are spent by the UN and whether the EU should continue to fund the UN to this extent; calls for the EU to review its support for and participation in UN bodies, in particular those from which the President of the United States has announced the intention to withdraw;

78. Recalls that the leadership of the EU with regard to AI and digital diplomacy is crucial to promote models that ensure high human right standards, as well as for its relevance and resilience; calls, in this regard, for the EU to scale up its digital and AI diplomacy, to enforce the Digital Services Act9 and ensure that technology companies and social media platforms comply with human rights obligations and address transnational repression, including against HRDs; calls for the EU and its Member States to ensure that private actors that are enabling digital transnational repression, particularly in the technology sector, are held accountable;
78. Is concerned that the Digital Services Act (DSA) is being used to introduce a pan-European censorship regime, and to decide what can or cannot circulate on social media; considers that this development undermines legitimate democratic discourse and suppresses free speech; views the imposition by the Commission of a EUR 120 million fine on the X as an example of the enforcement of the EU censorship regime and warns that the DSA risks censoring global speech;
