31. Notes that a lack of adequate access to menstrual hygiene products and facilities affects an estimated 10 % of the menstruating population, and disproportionately affects marginalised and vulnerable groups, limiting participation in social, educational and professional life; calls on the Commission and the Member States to propose comprehensive measures to tackle this, ensuring free or affordable access to menstrual products, including through adequate facilities in the workplace and in schools;	31. Recognises menstrual poverty as a structural form of poverty and gender inequality in the EU, affecting an estimated 10 % of the menstruating population; underlines its disproportionate impact on women and girls on low-income, refugees, asylum seekers, young people, homeless people, persons with disabilities, and others in vulnerable situations; stresses that menstrual poverty seriously limits participation in social, educational and professional life; calls on the Commission to develop a comprehensive action plan as part of the EU anti-poverty strategy, ensuring free or affordable access to menstrual products, information and adequate sanitary facilities, particularly in public places such as educational institutions, workplaces, public buildings and reception centres;
