For paragraph 1, point (b), “under such conditions” shall be understood as conditions under which the production in the exporting country takes place are at least equivalent to those in the Union in terms of the protection of human, animal, plant life or health, and the protection of exhaustible natural resources. For greater certainty, the use of chemical substances banned in the Union may be a reason to impose a safeguard measure.
