(2 a) Union farmers are subject to particularly strict requirements in terms of traceability, food safety, animal welfare, and environmental sustainability, while agricultural products imported from Mercosur are produced to standards that are often lower. This regulatory asymmetry creates unfair competition that could seriously undermine Union argiculture.

1. A safeguard measure may be imposed in accordance with this Regulation where a product originating in a country concerned is imported into the Union:

This Regulation shall not prevent a Member State from maintaining or adopting national measures to protect its agricultural or industrial sectors when they face foreign competition that does not comply with equivalent production, health, or environmental standards.
