Calls, therefore, for a radical overhaul of the common agricultural policy (CAP) in the next MFF, to put an end to the current unfair distribution of payments between countries, producers and types of production; to improve salaries for farmers with small and medium-sized holdings; to devolve responsibility for market and production regulation mechanisms to the Member States, guaranteeing the right to produce and fair production prices for each country; to push for food security and sovereignty in each country; to respect the particular characteristics of each country and region, with a view to regionalisation of the CAP; to make greater use of capping and modulation; and to allow a principle to be established whereby national produce is prioritised over imports from EU or non-EU countries;

Deeply regrets cuts to EMFAF allocations in the successive budgets, including the 2025 budget; stresses the strategic role of fisheries and aquaculture and the need for those sectors to receive adequate and sufficient financial support; calls for the 2026 budget to compensate for the cuts made and to increase the allocations in the EMFAF to enable the fisheries sector to address the increase in operating and production costs, in particular small-scale, artisanal and coastal fisheries; considers that EMFAF should contribute to guaranteeing a stable income and long-term future for fishers, establishing compensation and income support mechanisms for fishers in view of the instability of the profession, and to supporting an integrated maritime policy, while protecting the outermost regions’ role and specific characteristics and helping to protect sustainable marine ecosystems; insists that special attention must be devoted to the EU’s fishing fleet in order to improve safety and security, including through improvements to working conditions, the fight against illegal fishery actions, improvements to energy efficiency and sustainability, and fleet renewal;
