Underlines the urgent need for a European search and rescue programme with the sole mandate of saving lives at sea, independent of border control or law enforcement, and fully in line with international human rights law; highlights that a robust EU mechanism could be established with a yearly budget of EUR 240 million, less than one third of the Frontex budget, and calls on the Commission to present a legislative proposal for a dedicated EU search and rescue fund ("Mare Solidale")
