Qa. whereas on 20 August 2024, the Verkhovna Rada of Ukraine adopted a law targeting various religious organisations, including the Ukrainian Orthodox Church (UOC), the largest Christian denomination in Ukraine by number of parishes and clergy, and recognised by most practising Ukrainian believers; whereas this legislation, justified by the Ukrainian authorities on national security grounds owing to alleged links between the UOC and the Russian Federation, prompted serious concerns about its compatibility with fundamental human rights, notably the right to freedom of religion; whereas the adoption of this law has provoked significant public controversy and may risk deepening societal divisions in Ukraine;

48. Welcomes and encourages any efforts by Ukraine and the EU Member States to address unresolved aspects of historic bilateral and regional relations, for example the Volhynia massacre, in the spirit of true and sincere reconciliation, and with respect for the EU values of human dignity and good neighbourly relations, as well as a critical assessment of historical events; believes that with the good will of all parties concerned, a patient process of reconciliation will be approached constructively aiming at mutual understanding; welcomes, in this context, the ongoing talks between the Polish and Ukrainian authorities, which have led to the resumption of the excavation of graves of Polish citizens on Ukrainian territory in April 2025; hopes for the process to be continued with the clear aim of providing the victims with a dignified burial and remembrance;

Recalls that, since the start of the war in Ukraine, Poland has emerged as a major refuge for Ukrainians and provides extensive aid to Ukrainian refugees, including housing, financial assistance, access to education for children and medical care; deplores, therefore, the fact that Ukraine’s political establishment continues to see the Volhynia massacre as a war related only to the Ukrainians’ fight for their land; notes that Ukrainian Insurgent Army leaders Bandera and Shukhevych are seen as national heroes in Ukraine and that hundreds of streets, city squares and other landmarks are named after them; welcomes the fact that talks between the Polish and Ukrainian authorities have led to the resumption of the excavation of graves of Polish citizens on Ukrainian territory in April 2025; expects this process to be continued with the clear aim of providing the victims with a dignified burial and remembrance; insists that Ukraine fully address unresolved aspects of historical bilateral and regional relations in the spirit of true and sincere reconciliation;
