Whereas the European Trade Union Confederation (ETUC) has raised serious concerns regarding the deterioration of labour rights in Ukraine, including violations of trade union freedoms and social dialogue; whereas freedom of association, collective bargaining, and the right to strike are protected under International Labour Organization (ILO) conventions to which Ukraine is a party, and are key elements of the EU acquis and the Copenhagen criteria;

Regrets the EU’s militaristic strategy in Ukraine, which has failed to secure peace and undermined the EU’s global relevance; demands an urgent shift in EU policy toward diplomacy and civilian protection, putting peace and conflict resolution above military escalation; calls on the EU to finally open negotiation channels to achieve a political solution to the conflict in Ukraine, in response to the need for collective security and disarmament in Europe and compliance with the principles of the UN Charter and the Final Act of the Helsinki Conference;

45a. Expresses deep concern about reports of state interference in trade union affairs, including attempts to seize union property and to delegitimise representative organisations; urges the Ukrainian government to refrain from any actions that threaten trade union independence and to guarantee full legal protection against anti-union practices; calls on the Ukrainian authorities to immediately lift all restrictions on trade union leader Grigoriy Osovyi and ensure that no trade unionist is subject to judicial harassment, arbitrary detention or state repression; urges the Commission and the EEAS to actively monitor the state of labour rights in Ukraine, in close cooperation with the ETUC and the ILO;
