AAa. whereas there is a growing number of violations of fundamental rights documented in Ukraine, with activists, political opponents and journalists critical of the Ukrainian Government being repressed; whereas there have been arbitrary arrests, cases of judicial persecution and restrictions on freedom of the press and freedom of expression; whereas extraordinary laws are being used to silence dissent and permanently suppress even the slightest form of democratic pluralism; whereas it is becoming more and more common to see serious violations of personal freedoms during forced demonstrations on the country’s streets;

83. Notes that the complexity of Ukraine’s EU integration, due to its size and the ongoing war, presents challenges in key areas such as agriculture, and necessitates significant institutional and financial reforms within the EU to ensure its capacity to absorb Ukraine; calls, therefore, for the EU and its Member States to proactively address these challenges, clearly communicate the benefits of Ukraine’s integration to EU citizens, find sustainable and equitable solutions for sensitive sectors, and pursue necessary internal reforms in parallel with the ongoing accession negotiations; calls on the Commission to support the sectors most exposed to the impacts of trade liberalisation in the context of Ukraine’s accession; notes, at the same time, following the experience of previous rounds of enlargement, that there may be a need for transition periods in certain specific sectors in which the full acquis does not yet apply in order to allow current Member States to adapt; reiterates its call on the Member States to demonstrate a clear and unequivocal political commitment towards the enlargement process and not to misuse it to settle bilateral disputes, which should be resolved independently of the accession track;
83. Notes that the complexity of Ukraine’s EU integration, due to its size and the ongoing war, presents challenges in key areas such as agriculture, and necessitates significant institutional and financial reforms within the EU to ensure its capacity to absorb Ukraine; calls, therefore, for the immediate suspension of Ukraine’s EU accession process, on account of the repeated and serious violations of fundamental freedoms, the proven existence of widespread corruption, the discrimination against national minorities and the real prospect of EU Member States having to get directly involved in the ongoing armed conflict with the Russian Federation;
