Expresses serious concern about the consequences that Ukraine’s accession to the EU would have for the CAP and the EU budget; underlines that Ukraine’s agricultural sector, characterised by extremely low production costs, large holdings and weaker environmental, social and animal welfare standards, would inevitably create unfair competition for EU farmers and jeopardise the viability of small and medium-sized farms; warns that the integration of Ukraine into the CAP framework would dilute direct payments, undermine the current system of area-based payments for existing beneficiaries and destabilise rural economies throughout the Union; stresses that the current EU budgetary framework is structurally incapable of absorbing such enlargement without either drastically reducing support to EU farmers or imposing financial burdens on the Member States; calls therefore on the Commission and the Council to suspend any negotiations on Ukraine’s integration into the EU; |

Deplores the budgetary revision of the CAP, entailing a reduction of more than 20 % in nominal terms and close to 50 % in real terms in the post-2027 EU multiannual financial framework; strongly denounces the drift towards centralisation of funding streams; warns, in the strongest possible terms, that any attempt to merge the CAP with cohesion, regional development or fisheries programmes would deprive the agricultural sector of its autonomy and gravely undermine farmers’ interests; |

Regrets, in this regard, that the EU-Mercosur free trade agreement, in its final version, will undermine the competitiveness and sustainability of EU agriculture by allowing imports of agri-food products produced under lower environmental, social and animal welfare standards than those required in the EU; stresses that such an agreement will increase unfair competition for EU farmers, especially in sensitive sectors such as beef, poultry and sugar; calls on the Commission to block the ratification of the EU-Mercosur agreement until binding and enforceable sustainability guarantees are included, ensuring full reciprocity of standards and effective safeguard mechanisms to protect the EU’s internal market and agricultural producers; |
