(2) At a time when the geopolitical landscape continues to shift, various challenges need to be overcome, including in sourcing of raw materials. Battery manufacturers need time to analyse and, where necessary, adjust their supply chains as a result.(2) At a time when the geopolitical landscape continues to shift, and the European Union, due to its dogmatic Green Deal and energy policies, is proving increasingly dependent on third countries for the supply of rare metals as well as for batteries and high value-added products, battery manufacturers need time to analyse and, where necessary, adjust their supply chains as a result.

(2a) The combustion-engine vehicle industry is heavily penalised by the method for calculating CO₂ emissions set out in Regulation (EU) 2019/631, which is limited to emissions during use (mileage). That calculation excludes the carbon footprint generated upstream, in particular the extraction and refining of raw materials for battery manufacturing. That bias prevents a comprehensive assessment of the real carbon footprint of electric vehicles over their entire life cycle, highlighting the need to promptly review Regulation (EU) 2019/631.

(2b) The battery industry is currently facing challenges to meet social and environmental vigilance requirements. It is therefore necessary to provide simplification to enhance the competitiveness of the Union battery industry and to urgently reconsider the ban on the sale of combustion engine vehicles planned for 2035, adopting an approach based on technological neutrality.
