3. Regrets that the budgeting of the surplus reduces the total GNI-based own resources contribution of Member States to the financing of the 2025 budget by a commensurate amount; stresses that, at a time when financing needs remain high, in particular for the EURI ‘overrun’ costs, and room for manoeuvre within the Union budget remains extremely limited, the budget should retain a sufficient level of flexibility to enable the Union to cope with unforeseen events and new emerging priorities; underlines that the flexibility of the Union budget is one of the key issues to be addressed in the negotiations for the post-2027 multiannual financial framework;

Opposes the adoption of new own resources, as matters stand, given that the situation regarding EU citizens’ purchasing power and European businesses is already critical; calls instead for better management of Union funds, particularly in relation to expenditure which goes beyond the Union’s powers, and for unnecessary expenditure to be done away with, and for genuine budgetary control so as to create significant fiscal headroom, particularly by acting on the many recommendations that have been rightly made by the European Court of Auditors;

Stresses that the NextGenerationEU (NGEU) recovery instrument was conceived in haste, that it leaves the EU budget highly exposed until 2058; considers therefore that the Commission must take account of the observations made by the European Court of Auditors in order to make a proper assessment of the genuine effectiveness of investments made and to detect and prevent errors;
