Justification

The Commission proposal falls short in addressing its objectives. In the same way as sanctions against Russia did not reach their intended objective of reducing Russian revenues, the proposed tariffs on fertilizers will penalize primarily European producers and consumers, without significantly affecting Russia’s capacity to finance the war. They will only entail increased costs for European farmers and eventually undermine the competitiveness of the European agricultural sector - already under high pressure - eventually passing the costs on to final consumers.
