18. Insists that continued investment in EU4Health and Cluster Health in Horizon Europe are key to improving health and preparedness for future health crises, thereby improving the health status of EU citizens; stresses the need for health investments for maximum impact; highlights its support for a holistic regulatory and funding approach to Europe’s life sciences and biotech ecosystem, including the creation of cutting-edge European clusters of excellence, as a central pillar of a stronger European health union, to which a European plan for cardiovascular diseases and lifestyles should be added, focusing on primary and secondary prevention as key objectives to increase life expectancy in the EU; highlights the need to create a more supportive care system to respond to the demographic challenges and the aging population; reiterates its support for Europe’s Beating Cancer Plan, as well as the importance of European investment in tackling childhood diseases, rare diseases and antimicrobial resistance; reiterates the importance of the gender aspect of health, including sexual and reproductive health and access to services; is highly concerned by the current mental health crisis in Europe, affecting in particular the young generation, exacerbated by recent global events, which requires immediate action to be taken; underlines the need to prevent shortages of critical medicines, medical countermeasures and healthcare workers faced by some Member States; calls, in this respect, for better coordination at EU level and joint procurement of medicines in order to reduce costs;

Recalls that more than 21 % of Europeans are at risk of poverty or social exclusion; recalls that the wealth of the top 0.5 % wealthiest individuals has increased by 35 % over the last 10 years; underlines the fact that the EU Tax Observatory published new figures on 14 March 2025 showing that implementing a minimum tax of 3 % at the EU level on the wealth of people owning more than EUR 100 million could raise EUR 121 billion for the EU’s own resources; calls, therefore, on the Commission to make a new proposal to introduce this wealth tax as an EU own resource;

Underlines that both the International Monetary Fund and the European Central Bank acknowledge that more than half of current price inflation is driven by companies increasing their profit margins; calls on the Commission, therefore, to make a new proposal for an own resource based on a permanent taxation of the windfall profits of multinational enterprises in all sectors, especially the agri-food sector;

Recalls that the Commission needs to take further timely action to increase the EU’s own resources; underlines that in line with the legally binding Interinstitutional Agreement of 16 December 2020, the Commission should present a genuine tax on financial transactions which could raise more than EUR 50 billion per year, based on the details of the financial transaction tax which should have been implemented under enhanced cooperation according to the 2013 agreement;
