26a. Recalls that the Union is founded on the values of respect for human dignity, freedom, democracy, equality, the rule of law and respect for human rights, including the rights of persons belonging to minorities; criticises political efforts both from within and outside the Union to undermine these values; deplores the increase in homophobia, misogyny, xenophobia, Islamophobia, and antisemitism; calls on the Commission to use its budgetary powers, both within the Union and in its external actions, to combat incitement to hatred, discrimination and violence based on sexual orientation, gender, gender identity, gender expression and sex characteristics, nationality, religious affiliation or ethnicity; insists that funds be withheld from recipients that incite, incentivise or actively contribute to the incitement of hatred and violence; calls on the Commission to increase its financial support to recipients who lose funding from other sources as a consequence of promoting the values upon which the Union is founded;
