32a. Recalls that humanitarian and development aid can only be safely and effectively delivered when there is communication to all relevant actors on the ground; notes that, according to reports from released hostages, Hamas has diverted humanitarian aid; recalls that Israel, following a unanimous decision of its parliament, has cut off all contact with international staff of the UN Relief and Works Agency for Palestine Refugees (UNRWA) on Israeli territory, thereby eliminating international oversight of UNRWA’s operations in Gaza; warns that this raises the risk of further aid diversion by Hamas and the lack of control over educational content for children; calls for the EU to redirect funds destined for UNRWA in Gaza to other trusted humanitarian aid providers as a precautionary measure;
