Calls, therefore, for a radical overhaul of the common agricultural policy in the next MFF, to put an end to the current unfair distribution of payments between countries, producers and types of production; to improve salaries for farmers with small and medium-sized holdings; to devolve responsibility for market and production regulation mechanisms to the Member States, guaranteeing the right to produce and fair production prices for each country; to push for food security and sovereignty in each country; to respect the particular characteristics of each country and region, with a view to regionalisation of the CAP; to make greater use of capping and modulation; and to allow a principle to be established whereby national produce is prioritised over imports from EU or non-EU countries;

14. Stresses the strategic role of fisheries and aquaculture and the need for them to be adequately supported financially; acknowledges that the common fisheries policy ensures a stable income and long-term future for fishers by contributing to protecting sustainable marine ecosystems, which are key to the sector’s competitiveness; insists that special attention must be devoted to the EU’s fishing fleet in order to improve safety and security, including by combating illegal fishery actions and improving working conditions, energy efficiency and sustainability, as well as by renewing the fleet; reaffirms that the European Maritime, Fisheries and Aquaculture Fund should support a human resources policy capable of addressing future challenges, in order to promote an inclusive, diversified and sustainable blue economy; expresses its concern about the effect of the end of the Brexit transition period in June 2026 on the fishing and aquaculture sectors;
14. Criticises the cuts to EMFAF allocations in the 2025 budget; stresses the strategic role of fisheries and aquaculture and the need for them to receive adequate financial support; calls for the 2026 budget to compensate for the cuts made in 2025 and to increase the allocations in the EMFAF to enable the fisheries sector to address, in an ambitious and practical way, the increase in production costs faced by fisheries, in particular small-scale, artisanal and coastal fisheries; believes that the EMFAF should help ensure a stable income and long-term future for fishers, help establish compensation and support mechanisms for fishers in the light of the instability of the profession, help support an integrated maritime policy, while protecting the outermost regions’ role and particular characteristics and contributing to the protection of sustainable marine ecosystems; insists that special attention must be given to the EU’s fishing fleet in order to improve safety and security, including by combating illegal fishery actions and improving working conditions, energy efficiency and sustainability, as well as to renew the fleet; reaffirms that the European Maritime Fisheries and Aquaculture Fund (EMFAF) should support a human resources policy capable of addressing future challenges, in order to promote an inclusive, diversified and sustainable blue economy; expresses its concern about the effect of the end of the Brexit transition period in June 2026 on the fishing and aquaculture sectors;

Points out that, at the end of 2023, around 20 million children were at risk of poverty or social exclusion, which is roughly one quarter of all children in the EU; believes, therefore, that the EU’s budget needs to step up efforts to combat poverty among children, including migrant children, children with disabilities and children living in precarious family situations, in accordance with the European Child Guarantee; reiterates its earlier calls for the ESF+ envelope to include a specific and significant budget for fighting child poverty;
